sorry for English, still trying to learn Swedish.
Anyway I have had the above setup for the past 2 years, in a circa. 147sq metre villa in Stockholm. It works great and gets us good heat and hot water for the boiler however our neighbour across the street has been complaining for last 2 years that has been too loud. I must admit it can be very loud. Anyway this has been going on a while and ive tried using the silent mode and blocking compressor frequencies that are high, to very limited success and the neighbour is still not happy and saying they will report us (to someone for noise disturbance I guess).

I noticed recently that it doesnt seem to be the compressor that is making it so loud, but the Fan Speed, which when I looked last night was at 6 and was very loud making a 'BUURRRRRRR' kind of noise. It wasnt really even cold last night (for Sweden) so does anyone know what this Fan Speed measurement is based on? and if it can be changed? ie I can keep it at Fan Speed 3 or 4 always.

Furthermore, if the neighbour does choose to report us (to Stockholm Städ I assume), I guess they will send someone over to measure the decibels to see if it is 'allowed'? If It is not allowed, I assume they will ask us to replace the heatpump or move it for example, do we have any recourse to force the installer (who hasnt been the most helpful) to fix this issue (ie replace the heatpump with a quieter one?)

Hi! Are you living in a very quiet part of Stockholms stad? You can see the approx levels of noise från F2040 on page 19 in the product sheet (enclosed). Someone across the street should not normally be disturb by it. The max noise level at the plot boundary is 40 dB if I remember correctly. I guess its quite a quiet suburb. Its only when its at fan speed 6 it does go very loud, it seems way louder than what they say in the product sheet (which when I called Nibe and spoke to them they said its only indicative and based on a number of things). The house is question is across the street I would say approx 7 metres away.

im really wondering whether the indoor unit VVM225 and the heatpump are too small for our needs, this is why it is working so hard all the time. The villa is 147 sq meters, detached, 73.5 upstairs, 73.5 downstairs, but the downstairs is a basement thats been turned into living area, as such there is no insulation, just ground.
Any way I can work our the optimum indoor unit and outdoor unit for our size and needs?
